On Sept. 26, Rep. Kevin Cramer, R-N.D., officially called on the Canadian government to let grain shipment mandates it is imposing on rail companies permanently expire, or face a trade complaint.

In a letter to Canadian Ambassador to the U.S. Gary Doer, Cramer said "I respect the fact that you want to protect your domestic and international patrons. Your customers are also our customers. But the nexus between your performance mandates and their implicit encouragement for [Canadian Pacific] and [Canadian National] to provide less service to the Unites States, in my opinion provides a solid foundation for a successful trade violation claim."

Cramer says a letter from Doer, indicating the railroad's volume mandates are "achievable" serves to "confirm coercion at the expense of CP's and CN's United States customers."
