Gov. Mark Dayton has written another great letter addressing issues pertinent to Minnesota.
The letter references Minnesota's concerns and interests stemming from the Fargo-Moorhead diversion.
It's obvious that the Flood Diversion Authority is not, nor ever has been, interested in due process. The authority's attitude is, "Rules are for other people."
It's funny to me how quickly the Diversion Authority offered to pay for the Minnesota Department of Natural Resources' Environmental Impact Statement. It's as if the authority thinks the DNR can be bought, as likely happened with the Army Corps of Engineers, in my view.
I've always wondered why no one cries "conflict of interest" about the Corps conducting its own EIS while the study is paid for by the Diversion Authority. The Corps wants this project badly for a feather in its cap, not to mention the job opportunities this might bring to diversion workers once the many-faceted project is on their resume.

OK, I'll do it: "Conflict of interest!"
