The third time was definitely not the charm for Terry and Janet Carlson of Parkers Prairie. The tornado that ripped through parts of Douglas and Otter Tail counties last Thursday, leaving behind a massive path of destruction, wasn’t the couple’s first tornado.
Children fussed. Parents cried. Senators were outraged. Bureaucrats explained. “We have been pushed into the living conditions of a third-world country,” Jeff Brouse told a Senate health committee hearing about a three-year effort to clean up a rural Thief River Falls dairy operation.
