In a normal year, many Upper Midwest farmers and landlords already would have agreed on 2015 rental rates for cropland and pasture. In a normal year, agricultural producers, bankers and economists would have a pretty good handle on rate trends for the new year.
As North Dakota officials met in Bismarck to approve new oil conditioning standards and to discuss the drop in crude oil prices, landowners from the Oil Patch gathered at a separate meeting to review a different side of the Bakken oil boom — spills, soil contamination and landowner rights.
