North Dakota’s laws prohibiting animal cruelty are so weak that prosecutors seldom can take action, animal protection advocates have long complained.
After a new proposal announced Thursday, two separate coalitions are championing competing proposals to better protect animals — one that could go before voters in November and one that will go to legislators next year.

Losses still mounting for Osceola County hog farmer Sunday 10:40 update
SIBLEY, Iowa — Dead pigs were scattered and strewn about the Travis Dagel farmsite southeast of Sibley Saturday afternoon, more than 12 hours after a tornado ripped through four confinement barns on a path that destroyed farms and scattered debris for several miles in Osceola County.
Dear Dr. Fox: I was wondering if you believe dogs have a sense of time. When we leave the house for 10 minutes, we get the same reaction as when we come home after leaving him at a kennel for three days.
Also, I was told that every time we leave, the dog thinks that we will not return. Is this correct?
Wildlife officials are working to keep feral swine from becoming established in North Dakota.
State Game and Fish assistant wildlife chief Greg Link said landowners who know or suspect that feral swine are on their property must immediately notify the state Board of Animal Health.
