Karen Burgum’s home at 3714 River Drive S. in Fargo, is the most valuable property in the recently proposed flood buyouts, at approximately $900,000. The city is offering to buy it for $1,013,410, which is 110 percent of its assessed value plus $5,000 for moving costs and up to $15,000 in potential special assessment payments.
