Typically American Crystal Sugar Co.’s Hillsboro, N.D., plant would load 8 to 14 bulk rail cars per day this time of year, but hasn’t been getting any. Faced with a short supply of delivered rail cars, the company is shifing as much of the load as it can to trucks and has been forced to slow sugar production.
