Dan Webster (left) and his son-in-law Evan Schoenfish of near Penn, N.D., say they’re among the dozens of farmers around the perimeter of Devils Lake. Like their neighbors, they were cheered by a three-foot drop in the lake in 2012, clearing farmland that was over-run by cattails and littered with timber from water-killed tree belts.
