Maryland governor to sign waste-to-energy bill

ANNAPOLIS, Md. — Gov. Martin O’Malley said Tuesday he will sign a bill that enhances incentives for waste-to-energy plants, disappointing Maryland activists who had urged him to veto the measure because they said it treats waste burning the same as wind and solar energy for the purposes of meeting environmental goals.
