Agencies to host livestock meeting

The North Dakota State University Extension Service offices in Foster and Eddy counties and the U.S .Department of Agriculture’s Farm Service Agency are teaming up to host an informational meeting about the USDA’s Livestock Indemnity Program.

The meeting will begin at 10 a.m. on Tuesday, Aug. 25, at the NDSU Carrington Research Extension Center. Jim Jost or James Hochhalter, FSA farm program specialists, will explain how to apply for the program and what documentation producers are required to provide for the LIP payment.

The Livestock Indemnity Program is for livestock producers who have incurred livestock losses due to adverse weather events, such as extreme cold, blizzards and flooding. The sign-up for the LIP began on July 13.

To receive a payment, livestock producers must file a notice of loss form FSA-914, Parts A and B-with the Farm Service Agency by Sept. 13 for livestock that died in 2008 and between Jan. 1 and July 12, 2009.

For 2008 losses, the complete application form FSA-914, Parts A through H-must be submitted by Sept 13, 2008. For 2009 losses, the complete application form must be submitted on or before Jan. 30, 2010.

All death losses due to disaster and normal mortality need to be reported, but the losses will be subject to an adjustment for normal mortality, which will affect the amount of the LIP payment producers receive. The normal mortality rate in North Dakota is 4.6 percent for beef calves weighing less than 400 pounds, 1 percent for calves weighing 400 pounds or more and 1.6 percent for adult beef cows.

Death losses will require documentation. The FSA farm program specialists will discuss suitable supporting documentation, including third-party verification.

Payment rates for death losses per livestock class are set for 2008 and for 2009 and are approximately 70 percent of live value.

“Producers with above-average death losses should learn about the program because the program includes beef, dairy, buffalo/bison, swine, sheep, goats, equine, chickens, turkeys and other species,” said Karl Hoppe, area Extension livestock systems specialist.
