His bill, SB 210, was moved to the Senate Agriculture Committee by the Senate State Affairs Committee on Wednesday.
Novstrup, R-Aberdeen, wants to return to a market-based approach where sales of comparable property are used.
Senators voted 24-11 Wednesday for SB 6, allowing a property owner to ask the county director of equalization to examine a parcel if its use varies from land uses set for it by the director based on the soil types.
Novstrup voted no.
