RAPID CITY, S.D. — An ordinance that would have allowed residents of Rapid City to keep chickens has failed.

The Rapid City Journal reports that Monday’s City Council vote was 5-5, one yes vote short of a majority needed to keep the proposal alive. It would have allowed people in single-family homes to get permits to keep up to six hens in their backyards.

City Councilman Aaron Costello proposed the ordinance, saying chickens aren’t as noisy, messy or smelly as many people think. But other council members say chickens could hurt property values.
