State Petroleum Marketers Association President Mike Rud (rood) says shortages often happen during the fall harvest season in the Midwest.
He tells the Williston Herald that this year is worse than last year because farmers have enjoyed good weather this fall, meaning a lot of harvesting and hauling of crops all at once. Last fall was more rainy.
Rud says the oil boom in western North Dakota and seasonal shutdowns of some refineries also are contributing to the short supply.
